India's mobile market is highly fragmented with the country's six largest operators -- Bharti Airtel, Reliance Communications, BSNL, Vodafone Essar, Idea Cellular and Tata Group -- controlling more than 92% of the market. Of these six, Bharti, BSNL, Vodafone Essar and Idea are all GSM operators, while Reliance operates mainly from its CDMA network, and Tata Group exclusively so.

Fixed Line

Prior to the mid-1980s, the provision of domestic telecoms services in India was the responsibility of the DoT. However, in 1986, responsibility for the provision of services in Delhi and Mumbai was ceded to state-owned company Mahanagar Telephone Nigam (MTNL). At the same time, Videsh Sanchar Nigam Limited (VSNL) was created to take over as India's international service provider from the government's Overseas Communications Service. Both MTNL and VSNL (whose brand is now owned by Tata Communications) were subsequently publicly listed. MTNL continues to be 56%-owned by the Indian government. In 1997, responsibility for regulation was transferred from the DoT to TRAI -- with the DoT retaining responsibility for policy development. In October 2000, the DoT's network operations were incorporated as Bharat Sanchar Nigam (BSNL).

Broadband

In India, broadband penetration rates remain among the lowest in Asia. Residential usage is limited, largely due to lack of internet access outside major metropolitan areas. Capacity has also been a problem, although recent months have seen extensive efforts to address capacity issues. Internet user growth continues to be driven by heavy usage of the comparatively cheap internet cafes. Broadband services are becoming more widely available, with a number of multinationals launching services.
