Briones Says Creation of PPPs in Renewable Energy Projects Should Be Encouraged

Briones declared that Greenergy Solutions had signed agreements with Local Government Units (LGUs) nationwide and intends to establish public-private partnership projects with Foreign financial equity partners.

Nov. 20, 2010 - PRLog -- Ruth P. Briones, the Chair of Greenergy Solutions and Lead Convenor of the Zero Waste Philippines’ Project yesterday said that the creation of Public-Private Partnership Program (PPP) for Renewable Energy Projects  in the Philippines should be encouraged as she lauded the entry of foreign investors in the Philippines under the PPP Program.

Briones said  the  two-day gathering of prospective  participants  of  PPP’s   in Manila on November 19 and 20, 2010  attended by about 500 local and foreign fund  managers is very significant and create a positive impact  for   Renewable Energy companies in the Philippines.

Greenergy Solutions has renewable energy (RE) projects in the pipeline for the next ten (10) years which   include the deployment and operation of Material Resource and Energy Facilities (MREFs) also called Biomass and Energy-From-Waste (EFW) that will dispose and treat Municipal Solid Waste (MSW) being generated by towns and cities nationwide.

The Greenergy  Solutions’ Chair further said   that the installation of MREFs/Biomass/EFWs in identified cities and provinces will not only solve the problems brought about by varied kinds of waste but also would generate electricity that will be sold to  consumers as clean energy or as an alternative source of energy.

Also, Briones declared that Greenergy Solutions had signed agreements with Local Government Units (LGUs) nationwide and intends to establish public-private partnership projects  with Foreign financial equity partners.

It was further noted that under the Renewable Energy Law (Republic Act No.9513), fiscal and   non-fiscal incentives are provided in order that investments in Renewable Energy projects would be viable and attract foreign investments. These incentives are also provided under the Foreign Investment Act which will consider renewable energy projects as “investment priority projects (IPPs).

With proven and patented clean technologies that are allowed under the Clean Air Act, Solid Waste Management Act and the Renewable Energy Law, the RE projects will provide potentially productive investment destination.

The local government units (LGUs) that have responsibility to dispose of solid waste have no mechanism in place to provide adequate and environmentally safe disposal of an increasing supply of waste that now totals twelve (12) million tons annually.
