Oct. 28, 2010 - PRLog -- In most PSI-using countries, physical inspection and price verification of almost all goods prior to exportation is obligatory for imports to be permitted. Pre Shipment Inspection certification services are being used since about the second half of the twentieth century and have used the services of independent inspection companies to certify the quality and quantity of products. This information shall include a reference to the laws and regulations of user Members relating to pre shipment inspection activities, and shall also include the procedures and criteria used for inspection and for price and currency exchange-rate verification purposes.

The pre shipment inspection entities shall provide the actual information when so requested by exporters. User Members shall ensure that quantity and quality inspections are performed in accordance with the standards defined by the seller and the buyer in the purchase agreement and that, in the absence of such standards, relevant international standards (An international standard is a standard adopted by a governmental or non-governmental body whose membership is open to all Members, one of whose recognized activities is in the field of standardization) apply.

How Pre shipment Inspection Works:
- A physical inspection of goods before they are shipped, in the country of export, establishes the exact nature of the goods.
- The invoice and other documents are then scrutinized, and an accurate valuations, and customs tariff code, are assigned. These are used, in conjunction with the client country's published duty rates, to calculate the correct duties and taxes payable.
- A certificate is issued to the importer. This is used to substantiate the payment of full duty, prior to clearing the goods.

Pre shipment Inspection is performed to check:
- The loss of valuable duty and tax revenue
- The loss of foreign exchange reserves (in countries where exchange controls exist)
- The importation of substandard or prohibited goods.
