Oct. 24, 2010 - PRLog -- The UK's construction industry experienced a relative boom in Q210 with 8.5% quarter-on-quarter (q-oq) growth, the highest level seen since 1982. In light of this, BMI has increase its full year forecast for 2010 to 3.58% to GBP77.81bn (US$116.72bn), which implies considerably lower growth going forward. Our core scenario for the industry is minimal growth for the rest of the year, as base effects and electioneering wear off and austerity measures become the state of play. Indeed, recent activity shows that, despite relatively positive sentiment and an improvement in economic factors, austerity measures and public sector cuts are continuing to have a tenacious hold over the sector.

A number of recent developments in the UK construction industry corroborate our core view:

* The UK's construction sector has experienced a relatively strong period over recent months. Following adverse weather in Q110, which delayed a large number of projects, Q210 experienced an upturn - due both to the backlog of work and the new projects awarded during the stimulus-filled last few months of the Labour government. Combined with resumed access to credit over the past six months, this has created a short-term bubble in the sector.
* However, BMI is wary of this indicating a trend of any sort, although the construction sector is expected to emerge from a two year recession in 2010, there is little in the way of fundamental demand driving longer-term strength. Our view was corroborated by the Scottish Building Federation, which warned observers to be cautious over figures showing a 17% rise in construction output in Scotland. The body argued that cuts will have a painful impact on activity, adding that commercial activity remains 46% below its peak some years ago. The new coalition government far-reaching slashes in capital spending has become the defining factor for 2010, with over 60 projects worth around GBP10.4bn (US$16.04bn) already terminated.
* Our 3.58% growth forecast for the year, takes into account the base effects from an 11.1% contraction in the construction sector experienced in 2010, one of the worst in the developed markets. Moreover, new order expansion contracted for the third consecutive month in August 2010 as employment in the sector fell yet again. Overall growth in the country's construction sector grew in August, but also revealed a deceleration compared with the previous month - the third such slowdown in three consecutive months.

While axing a staggering number of projects across the construction sector, the new coalition government announced the continuation of 13 transport projects worth around GBP29.8bn (US$45.97bn). BMI has revised up its forecast for the UK's transport sector, as we expect to see the sector grow by 4.99% this year to GBP7.71bn (US$11.57bn), before trailing off in subsequent years. After shrinking by 13.5% over 2009, BMI expects growth in the UK's energy and utilities infrastructure sector to outpace growth in transport infrastructure industry value in 2010.
