Oct. 16, 2010 - PRLog -- BMI's Russia Telecommunications Report for Q410 contains an analysis of the recent developments in the market. Operational figures published by key players, which are in line with our expectations, show that growth in wireless and wireline services remain robust despite some sectors in the Russian market approaching saturation.

Russia's mobile sector continues to grow rapidly even as mobile penetration rate approaches 150%. At the end of 2009, there were 207.91mn mobile subscribers in Russia, reflecting a market penetration rate of 147.3%. The entire market saw a net addition of 6mn in the first half of 2010, bringing the total subscriber base to 213.88mn at the end of June. BMI believes the market is on course to reach the 150% mark in penetration rate by the end of 2010. The country's four main mobile service providers, MTS, MegaFon, Vimpelcom and Tele2, still control about 88% of the total mobile market.

The allocation of national 4G licences in Russia attracted considerable attention and controversy in the first half of 2010. The key actors in the power-play are the highest echelons of government, the ministries of defence and communication and the major mobile providers. At the time of writing, specific guidelines for the allocation of the licences was yet to be released by the communications ministry. BMI expects the completion of the process to be followed by rapid investment in network deployment as President Dmitry Medvedev is quoted in local media as saying that 4G network rollouts should be '10 times faster' than that of 3G.

Fixed-line incumbent Svyazinvest, which provides mobile services through some of its regional subsidiaries, is keen to get expand its footprint in the country's mobile market is looking to achieve this through consolidation with a major operator or by acquiring more mobile concessions. In Q110, the Svyazinvest-owned Rostelecom acquired 4G mobile licences for 38 regions, excluding Moscow and St Petersburg. It is expected to participate in a much anticipated auction for 4G licences in these cities.

The spate of consolidation between mobile and fixed-line operators should result in the growth of bundled services. Mobile operators are increasingly looking to long-distance fixed-line services and broadband to diversify their offering in view of the expected saturation in the mobile market. With the acquisition of Synterra, MegaFon has joined fellow major operators, MTS and Vimpelcom, in establishing a stronghold in the fixed sector. Meanwhile, MTS has raised its stake in fixed-line operator Comstar-UTS as well as that company's affiliate, Moscow-based incumbent Moscow City Telephone Networks (MGTS). MTS also acquired long-distance operator Eurotel in late 2009 as a means of cost-effectively creating a federal backbone network.
