Oct. 15, 2010 - PRLog -- Pan African to start gold mining in 2012

Pan African Resources has announced plans to begin gold mining in Mozambique from 2012. Speaking to the Mining MX website in August 2010, company managing director Jan Nelson stated that exploration work had been completed in Manica province and that the company was now preparing a definitive feasibility study for the commencement of mining. This should reportedly be ready in around three months. If the government then chooses to award Pan African a mining licence, the company is hopeful that an open-pit mine (producing some 30,000 oz of gold per annum) can start operations within 15 months. Clouding the issue were mixed messages from Pan African and the government as to whether a new gold

refinery will need to be built to handle the gold produced from the new mine. Pan African says it is 'not yet certain' whether a new refinery is needed. However, Mineral Resources Minister Esperanca Bias seemed to be under the impression that Pan African would be building a new gold refinery, to be commissioned by end-2010, at a cost of some US$80mn, according to local media reports.

Revisions to mining law?

There were several media reports in August 2010 that Mozambique was considering making alterations to the country's Mining Law. Reports in the country's Noticias newspaper indicated that the legal advisor to the Ministry of Ministry Resources, Manuel Sithole, is looking to speed up and simplify licensing procedures. However, he also warned that there would be a suitable period of consultation before any changes would be made.

Certainly, the simplification of mining procedures would be a great boon to companies seeking to establish themselves in Mozambique and BMI would welcome any such move.

Country Overview

Mozambique is rich in mineral resources including coal, gold, iron ore, titanium and vanadium among other minerals. The company is also home to the Mozal aluminium smelter. There are several high-profile mining projects underway in the African nation, including Vale's US$1.5bn Moatize coal project and Riversdale Mining's US$800mn coal project.

Industry Forecast

Mozambique is in the process of developing its rich endowments of titanium and coal in particular. We believe that the scene is set for quick sectoral growth across our forecast period to 2014. Areas that need to be addressed by the government include the tackling of corruption and improving infrastructure. BMI believes that the Mozambican mining sector can reach an average annual growth rate of almost 10% across our forecast period. Many new mining facilities are scheduled to start production over the coming years, which should boost overall output levels.
