All that's needed is some technical expertise and financing, which downtown can help provide. In a unique four-way partnership, an electric utility, a not-for-profit community development financial institution, a public benefit corporation, and a business improvement district have introduced a Restaurant and Business Support Program for downtown New Rochelle, NY.
