Property managers and building contractors across the United States are busy preparing for the regulations from the EPA’s Renovation, Repair and Painting (RRP) Rule that went into effect April 22, 2010. According to the EPA, “…federal law will require that contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and follow specific work practices to prevent lead contamination.” According to the RRP Rule, housing or components declared lead-free by a certified inspector or risk assessor will not require additional testing. Contractors will be required to store all certification and testing documentation for a 3-year minimum. The EPA has the authority to seek civil fines of $32,500 per offense for violating the RRP requirements and will begin enforcement action for violations of the RRP Rule’s firm certification requirement after October 1, 2010.
