As an example, David Thornton, Assistant Commissioner for the Minnesota Pollution Control Agency, wrote in a letter to state superintendents at the time, “Our initial analysis indicates that the emissions data used by USA Today may contain errors that have likely led to inaccurate conclusions regarding many Minnesota schools.”
