July 22, 2010 - PRLog -- New GuardDog Meets Bay Area Air Quality Management District Regulations - Now Preventing Tank Over-Pressurization

Improved fuel movement monitoring system delivers on the promise of NO spills and new regulations in fueling operations

Benicia, California - July 20, 2010 - SpillGuard Technologies, Inc.  (SGT, Inc.) (http://www.sgtinc.com), the leading provider of green innovative end-to-end spill prevention solutions for the fuel movement and petrochemical industry, announced today the launch of their upgraded GuardDog™ that complies with newly released Bay Area Air Quality Management District regulations. The new GuardDog Independent Secondary Shutoff Control System® combines its patented predictive intelligence and its new patent pending methods to preventing cargo tank over pressurization. Over pressurization of cargo tanks during the loading process is a leading cause of volatile organic compound (VOC) emissions.

Continuing on the legacy of the successful GuardDog™ by SpillGuard Technologies, the improved GuardDog continues its ZERO spill performance even after delivering 10’s of billions gallons of fuel.  It delivers performance beyond that of outdated open loop overfill detection controls currently in use. GuardDog systems monitor and improve the performance of facilities’ infrastructure twenty-four hours a day, seven days a week, 365 days a year.   The GuardDog has eliminated spills and product theft; now it is prepared to deliver the same performance in preventing over pressurization of cargo tanks.

"I am very excited to announce the launch of this upgraded GuardDog which enables SpillGuard Technologies' customers to improve environmental performance," said Peter A. Mantas, president and CEO of SpillGuard Technologies. "We continue to focus our efforts on delivering proactive and innovative solutions that put the spotlight on prevention, not response. By helping our customers predict and prevent over pressurization of cargo tanks we enable them to meet regulatory standards while enabling them to successfully meet their own environmental compliance standards.  Furthermore our solutions’ performance is such that regulation enforcement will spend less time in our customers’ facilities."

The GuardDog monitors the backpressure at each vapor recovery hose.  If the pressure is equal to or greater than 15.9 inches of water column the GuardDog systems initiate an alarm and a staged controlled shutdown to prevent over pressurization.  The alarm is date and time stamped and captured in GuardDog’s DataLogger System.  If the vapor hose backpressure reaches 16.0 inches of water column it causes a logged secondary alarm.   In the unlikely event that any vapor hose backpressure reaches 18.0 inches of water column a logged tertiary alarm is initiated along with a global loading shutdown.

This parametric configuration enables users to meet or exceed the newly released Bay Area Air Quality Management District; Regulation 8 Rule 33 and Regulation 8 Rule 39. However, these parameters can be configured to meet alternate jurisdictional regulations.   The GuardDog enables terminal managers to deliver high productivity while having unprecedented control of their facility whether manned or unmanned.

About The GuardDog™
The GuardDog has quickly become the industry's de facto standard for spill prevention. Developed from the ground up to protect lives, the environment, and security, the GuardDog's patented design continuously monitors from 1 to 8 loading or transfer streams per unit.  Built with the future in mind, its innovative design is compliant with the American Petroleum Institute's (API) RP1004 requirements, streamlines operations, dramatically reduces the risks of spills, detects leaks, and even detects attempted product theft.

Under normal conditions, The GuardDog is silent until it detects a catastrophic valve failure.  Springing to action, the GuardDog pre-empts spills by automatically shutting down pumps; closing storage tank base valves and locking out the loading operation while alerting management personnel of the problem and providing an opportunity for investigation. The GuardDog empowers management with complete control -- not allowing loading to continue or resume until management determines it is safe to load again by initiating a keyed system reset switch.

Impressively flexible, the GuardDog is easily integrated into the Terminal Management System at tank truck, rail car, commercial and military aviation refueling and marine ship and barge loading operation facilities. A typical configuration requires only one "GuardDog" unit per load lane. The unit works in concert with SpillGuard's Pump & Valve Controller and other existing safety components and emergency shutdown circuits to provide a fail-safe mechanism for stopping flow when a valve failure is detected.  Call 1-925-363-5140 for more information.
