July 17, 2010 - PRLog -- We expect the Bangladeshi banking  sector to remain stable in 2010 after  coming through the global financial crisis  close to unscathed due to its insularity  from the global financial markets.  However, further reforms need to be  made to improve banking sector  efficiency and stability.  The Bangladeshi banking sector, due to  its isolation from global financial  conditions, escaped the woes that plagued  other emerging markets during the 2008-  2009 global financial crisis. While the  banking sector is therefore well positioned to assist the private sector during the economic recovery, we  emphasise that a host of structural weaknesses still need to be addressed. These include reforms to  improve the efficiency of the sector, which is still largely dominated by the four major state-owned  commercial banks - Agrani Bank, Janata Bank, Rupali Bank and Sonali Bank - even though private  sector banks now control an estimated 55% of banking assets, compared with 35% in 2002.  Bangladeshi private sector bank's credit growth picked up to 19.2% year-on-year (y-o-y) in December  2009, raising lending growth by private banks to 11.8% y-o-y in H110, a considerable improvement on  the 7.6% private sector loan growth in H209. Credit to the government, on the other hand, fell by 16.1%  in H110 compared to a 24.0% increase in FY09. We believe this was largely a result of Bangladesh Bank  choosing to decrease the sterilisation of remittance inflows to boost liquidity in the banking system and,  by extension, lending and economic activity, to counter the drop in economic growth.  Most policy driven lending has been to small and medium-sized enterprises (SMEs), which have  struggled due to the drop in external demand. Outstanding loans to SMEs rose by 4.4% y-o-y to  BDT424.9bn (US$6.2bn) in September 2009. The central bank has set a target for SME lending of  BDT240bn (US$3.4bn) in 2010 but we think this is overambitious. We believe there no great risks from  policy driven lending to the sector as the proportion of SME loans to total loans has declined, from 19.1%  in September 2008 to 17.8% a year later.
