July 12, 2010 - PRLog -- As South Africa's preparations for the 2010 World Cup are wrapped up, it is becoming clear that public sector demand will sustain growth in the country's construction industry going forward. South Africa's public sector expects infrastructure expenditure to come to ZAR846bn (US$107bn) over the next three years and, although growth will decelerate, the industry will still expand by 4.14% to ZAR92.62bn (US$12.4bn) in 2010, according to BMI's forecasts.

Preparations for the hosting of the World Cup have fuelled South Africa's construction industry over the last few years, providing a boon for large construction firms and intensifying competition among smaller ones. However, BMI notes that the investment plans of the major state owned infrastructure owners and operators do present potential for construction industry value (and demand for building materials) to increase at a rapid rate. Aided by the recent US$3.75bn World Bank loan, state-owned electricity utility Eskom is moving forward with mammoth expansion plans, while state-owned Sanral and Transnet are pursuing investments in the country's transport network. In addition, the government is planning to build a substantial amount of housing - there is ZAR16bn (US$2.13bn) of planned investment in the current fiscal year alone. However, the issue is (as always), not with the willingness or the proposals, but implementation of these plans.

Sustained attention has been paid to the power plants and transmission grid sector and energy infrastructure value grew by 124.85% in 2009 due to Eskom's huge investments (the company announced a ZAR385bn [US$50bn] five year expansion plan in 2008). Although energy and utilities maintains its dominance in infrastructure development going forward, growth will understandably slow with the sector reaching a value of ZAR43.03bn (US$5.45bn) in 2011, rising to ZAR54.03bn (US$7.02bn) in 2014.

Financial uncertainties underlie South Africa's boom in energy and utilities, however. BMI continues to view the funding of the multi-billion dollar capacity-expansion plan as the major obstacle facing Eskom over the next few years. Despite a government commitment to provide US$8bn for the plan, we estimate that the company requires close to US$4bn per year over the five years in order to fund the expansion. Coupled with the low tariffs and current credit climate, we expect more tough times ahead for Eskom.

Meanwhile, the value of transport infrastructure in its share of total infrastructure investment fell from 60% in 2007 to 21.35% in 2009. But after plummeting by 46.66% in 2009, growth in transport development will resume strongly from 2010, on the back of investment from Sanral and Transnet. In 2010, transport infrastructure will grow by 10% to ZAR11.75bn (US$1.57bn). The sub-sector will then grow within the 8% mark y-o-y in 2011-2013 before dropping slightly to 6.33% in 2014, when transport development will be worth ZAR19.94bn (US$2.59bn).
