July 11, 2010 - PRLog -- In May 2010, it was reported that Ghana's largest mobile network operator, MTN Ghana, launched a nationwide SIM registration programme to encourage its mobile customers to register personal details with the operator, including name, date of birth, phone number, SIM Identity Card (ID) and a valid national photo ID. The move to encourage customers to officially register their mobile service comes in response to a directive that was introduced by Ghana's telecoms regulator, the National Communication Authority (NCA). The authority announced in February that the country's mobile subscribers had until July 1 2011 to register their SIM cards. Failure to do so could result in customers having their service blocked or even disconnected. Furthermore, from July 1 2010, SIM cards will not be sold in the market without registration.

BMI expects the phased introduction of compulsory SIM registration to result in much weaker mobile customer growth in 2010, compared with 2009. It will also likely result in the widespread deduction of inactive and unregistered mobile customers by the operators. In 2009, Ghana's mobile customer base expanded by almost 33%. However, in 2010, we predict that the market will expand by 19%. By the end of the year, we expect the penetration rate will have risen to more than 73%.

Although compulsory SIM registration is likely to ultimately result in the deduction of inactive mobile customers, we expect growth to be stimulated by the launch of commercial operations by Nigeria's Globacom. Despite having postponed its intended launch date in March, a commercial launch of services was thought to be imminent at the time of writing. Meanwhile, over the next five years, we expect continued mobile subscriber growth to be supported by Ghana's expanding population, and by the deployment of mobile network infrastructure in currently underserved rural parts of the country.

This quarter sees no further change to our forecasts for Ghana's fixed-line telephony and internet user markets. This is despite the publication of new data for both of these segments. Our current fixed-line forecast is based on the assumption that Ghana had just 267,000 fixed-line connections at the end of 2009; this was equivalent to a penetration rate of 1.1%. Vodafone Ghana (formerly known as Ghana Telecom) remains the largest provider of fixed-line services in the country, accounting for more than 99% of the market. Meanwhile, we estimate that there were around 1.25mn internet users at the end of 2009, equivalent to around 5% of the population. BMI believes that the prospects for internet user growth over the next few years are strong. Included among the various growth drivers are the launch of several undersea cables such as GLO-1 and the Main One, the introduction of increased competition and the dismantling of Vodafone's monopoly control over the national infrastructure.

Despite retaining the same scores as in our previous update, Ghana has moved up by one position in our latest set of Business Environment Ratings for Sub-Saharan Africa. The higher position for Ghana is primarily due to South Africa having fallen by one position.
