In such a competitive climate as Japan's telecoms market, we note, in this quarter's update, the growth in consolidation across the sectors with larger operators acquiring smaller ones. We have also included March 2010 figures for mobile and 3G subscribers, as well as latest figures for the broadband market, as provided by the Ministry of Internal Affairs and Communication (MIC).

The total number of 3G subscribers achieved stood at 109.207mn as of March 2010, which was in line with our expectations that the end of 2010 will reach more than 114mn subscribers. Over the year ended March 2010, the number of 3G subscribers rose by 9.6% y-o-y, which accounted for 94% of the total mobile subscriber base. In view of this, operators this quarter have released more details of their plans for LTE.

NTT DoCoMo announced it contracted Japanese information technology (IT) company Fujitsu to deploy LTE base stations on its behalf. The operator said it intends to stick to its target date of December 2010, to launch the country's first LTE service. KDDI, which has already previously made much of its plans for LTE, also has its WiMAX affiliate UQ Communications to consider. WiMAX is often seen as an alternative to LTE. Meanwhile, Softbank Mobile, which announced a subscriber base that was 100% 3G as of March 2010, said it was mulling over introducing the Chinese homegrown standard of TD-LTE, along with Willcom, the PHS operator it acquired in January 2010.

The broadband sector, meanwhile, revealed a total of 31.32mn subscribers as of September 2009, according to latest figures released by the MIC. Much of this is being driven by FTTH, which the government wants to have in all homes across Japan by 2015, and is considering several measures, including spinning off NTT's fibre-optic backbone, in order to achieve this. However, given that the technology is still comparatively expensive, it is having a hard time achieving its goal. Furthermore, NTT East and NTT West, the two largest FTTH service providers, have also revised their subscriber targets on a number of occasions due to slow take-up.

The pressure on the two NTT regional units to encourage take-up of FTTH appears to be showing. In April 2010, the Japan Fair Trade Commission (JFTC) said it was investigating into whether the two regional units had been involved in a cartel of companies manufacturing parts for fibre-optic networks. If proven guilty, the companies could be faced with a fine of up to JPY16bn.
