July 5, 2010 - PRLog -- In our latest Malaysia Telecommunications Report, we have been able to provide a more accurate picture of the mobile sector, following data published by market leader Maxis Communications. Since the operator delisted in March 2007, it has not provided data, leading us to base our forecasts on the telecoms regulatory body, the Malaysia Communications Multimedia Commission (MCMC).

Maxis Communications reported having 12.291mn subscribers at the end of 2009, a market share of 40.8%, which was down from 41.5% in the previous year. This was the result of stronger growth from rivals Celcom and DiGi. Celcom revealed 1.384mn net additions during 2009, while DiGi had less at 658,000. As for Maxis, it reported 1.057mn net additions, placing it in second place behind Celcom. However, in total, growth was low in 2009, up by just 8.8%, compared to 18.7% in 2008. This was largely the result of poor economic growth and the existing maturity of the sector, with penetration rates at around 107%.

Prepaid subscriptions continued to dominate the sector, accounting for 79.4% at the end of 2009, but this revealed growth of just 9.7% y-o-y. Meanwhile, postpaid subscriptions increased by 18.2% in the same period to reach 6.265mn. We place this growth as a result of attractive postpaid plans, the rise in mobile broadband services - at around 927,800 in 2009 - the introduction of compatible handsets and smartphones. Non-voice revenues have also been on the increase. Maxis reported non-voice accounted for 32.4% of total mobile revenues in YE09, compared to 29% in the previous year. Such improvements in mobile data services are hoped to provide a much-needed boost to ARPUs.

Meanwhile, the MCMC is gearing up to auction three blocks of 2.6GHz spectrum in 2011, marking the regulator's first formal move to bring fourth generation (4G) LTE technology into commercial play. Two 70MHz blocks and one 50MHz block will be auctioned in 2011, assuming the MCMC can complete a planned industry consultation in 2010, reports Telecomasia. This means that one of Malaysia's four mobile operators will not be able to offer 4G services.

Malaysia retained its sixth-ranked position in BMI's latest Business Environment Ratings table. Despite a decline in its overall score from 66.7 to 65.4, largely due to a decline in its Telecoms Market score. As we have noted previously, the maturity of the mobile sector has diminished growth opportunities. While Celcom noted just 3,000 net additions in the final quarter, having eliminated inactive SIMs, we would expect the MCMC to enforce, at a later date, others to copy Celcom's example. This should then offer further room for growth, while providing us with a more accurate picture of the Malaysian mobile sector.
