(TAMPA, FL) – Dan Molloy, Republican candidate for the Florida State Legislature, District 57, has heralded the passage of legislation (CS/HB 7179) recently signed by the governor and designated as F.S. 163.08 which authorizes local governments to create voluntary energy conservation districts that allow the owners of commercial and residential properties to finance energy efficient improvements with economic incentives and not public funds, that will help stimulate private sector employment.
“There is no magic bullet to cure the problems in Florida’s economy,” according to Molloy, “However the new Energy District statute is a great way to advance the goals of energy conservation and storm resistance measures in Florida’s real estate, while providing incentives that help create jobs for those involved in the door, window, roofing, air conditioning, and solar panel industries, just to name a few.”
This new law will allow local governments to create a special district, similar to a community development district, which will then finance energy or wind-related improvements by selling bonds directly on the capital markets. Projected energy savings are anticipated to offset any annual assessments or fees charged by the district.
Molloy stressed, “As a state and community we are facing not only major cyclical effects of the current national recession, but also the structural problems in our economy as we move away from our traditional economic bases of construction, agriculture, and tourism.”
Dan Molloy is a Tampa real estate attorney, who has served as a member of the Hillsborough County Consumer Protection Board, the Hillsborough County Transportation Task Force, the Parkway Center Community Development District, the Avelar Creek Community Development District, and as a past president of the Tampa Bay Builders Association, whose members live and work throughout the counties of Pinellas, Pasco and Hillsborough.
“The most important goal for Floridians today is to create new employment opportunities, for those hurt by this great recession and to keep our talented young people in Florida.,” says Molloy, a 50-year resident of Tampa, graduate of Chamberlain High School and the University of Florida Law School, who lives in Hyde Park with his wife, Judy.
