A group of 21 community and regional U.S. banks, reported The Wall Street Journal, has written to Senate Agriculture Committee Chairman Blanche Lincoln (D., Ark.) asking her to exempt them from a provision in the financial legislation that would force big derivatives dealers to spin off their swaps desks. The report by The Wall Street Journal continued: "A contentious provision in the Senate version of regulatory overhaul legislation would force derivatives dealers to spin off their swaps desks. Lincoln intended the provision to target systemically significant Wall Street dealers, whose use of swaps was blamed for deepening the financial crisis. But an industry group said the provision could unintentionally affect community banks, and Lincoln acknowledged Friday that the legislative issue needed to be addressed.
Signatories to the letter are: Boston Private Bank & Trust Co., CoBiz Financial, Cole Taylor Bank, Commerce Bank, Danversbank, First Financial Bank, First Merchants Bank, First Niagara Bank, Old National Bank, Old Second National Bank, Susquehanna Bank, The Frost National Bank, The PrivateBank and Trust Company, Trustmark National Bank, UMB Financial Corp., Umpqua Bank, Valley National Bank, Webster Bank, Whitney National Bank, Xenith Bank and Zions First National Bank. News of the letter comes as negotiations between House and Senate representatives over the financial overhaul legislation continues. Pressure is mounting on lawmakers to scale back the tougher Senate approach on derivatives as that section of the bill is due to be debated next week."
