This is because the possession of four grams or more of heroin is what US law defines as a drug trafficker. Some experts have even criticized the fines seen here as too soft - they believe that $50,000 can be a drop in the ocean for the profitable drug rings which are seen across the world.

Despite drugs being readily available in many American cities, the US authorities have been seen to be cracking down on those who are supplying drugs to vulnerable people.
