The earthquake in the central region of Chile at the end of February 2010 had a devastating impact on infrastructure in the region. Data from the regulator show that over 90% of fixed lines and mobile base stations were operational just a few days after the disaster and work was undertaken early on to ensure that people were able to use the communications networks. Following the event, the Ministry of Transport and Telecommunications has set up a work group to create emergency procedures in the event of natural disasters. Proposals include limiting call time in areas where the network has been affected and allowing automatic roaming onto a rival network in the event of network failure. Operators responded to the earthquake by offering temporary deals to subscribers in the areas most severely affected by the disaster to enable Chileans to get in touch with their loved ones.
The effects of the earthquake on the networks has not yet been fully revealed but the robust nature of Chile's telecoms market became clear when networks were brought back online very quickly. The future also looks good with fixed-line incumbent Telefonica de Chile announcing its intention to invest in fibreoptic networks to replace damaged infrastructure, moving forward its plans for upgrading the network.
This will see Chile remain one of the most developed markets in the region, even after the earthquake hit. Chile was unable to regain the top spot in BMI's Business Environment Rankings but holds second place quite firmly. Chile remains a developed market, and ahead of its peers in many respects. Its smaller population and difficult topography hold back the market when compared with regional giants such as Mexico and Brazil. However, Chile has long attracted high investment and this is unlikely to change soon as its stable economic and political outlook make this a regional favourite for investment.
Chile's mobile market passed 100% penetration at the end of 2009, pushing it back among the top markets in the region. While growth has been slower, operators have targeted higher valued customers, a strategy that will serve them well in the long run. Reaction to 3G services and mobile broadband has been largely positive, making new services a major driving force behind the market's continued growth.
For the first time we have included mobile broadband in our broadband forecasts reflecting the popularity of the platform and also recognising its importance in expanding services across markets. Although fixed broadband growth has slowed, there is still demand for internet services and the entrance of mobile operators into the broadband arena will benefit the market, creating further competition and boosting the market.
