Long Beach, CA.—SCS Field Services (SCS-FS), a division of SCS Engineers, was awarded a three-year, $9.5 million contract to operate, maintain and monitor the landfill Gas Collection and Control Systems (GCCS) at San Bernardino County’s Big Bear, Hesperia, Mid-Valley, and Victorville Sanitary Landfills and the Yucaipa Disposal Site.
The contract also calls for SCS-FS to perform air monitoring at the Cajon Disposal Site and provide non-routine engineering and compliance services at a total of 20 landfill sites located throughout the County.
SCS-FS will operate the GCCSs at these sites to fulfill requirements set by South Coast Air Quality Management District (SCAQMD) Rule 1150.1, Mohave Desert Air Quality Management District, Rule 1126 as well as applicable State and Federal air quality and greenhouse gas (GHG) requirements. The SCAQMD rule stipulates that GCCSs be installed at all landfills that accepted municipal solid waste on or after January 1, 1982, to curtail the emission of biogas through the landfill’s surface and control the subsurface migration of this gas, which typically contains methane and volatile organic compounds.
SCS-FS will also be tasked with performing periodic testing to evaluate the effectiveness of the GCCSs and verify that the landfills are in compliance with landfill gas emission limits, applicable rules and regulations, and permit requirements.
The contract will be led by SCS Field Services Project Director Galen Petoyan and Project Manager Carlos Cortez. Cortez brings more than 25 years of relevant Operation, Maintenance and Monitoring (OM&M) experience to this project, and he has extensive knowledge of San Bernardino County sites.
