In February 2010, Western Europe-focused French mass grocery retail (MGR) giant Carrefour tied up a new joint venture (JV) with Greek retailer Marinopoulos to target the Balkan region. Partners for nearly 17 years, Carrefour and Marinopoulos operate more than 500 stores across Bulgaria, Cyprus and Greece. BMI believes that among the markets the new JV is likely to target, namely Albania, Bosnia, Croatia, Macedonia, Montenegro, Serbia and Slovenia, Croatia and Serbia will probably assume priority over the short-to-medium term. Leveraging off their existing strategic alliance, the new Carrefour-Marinopoulos JV is expected to pursue principally organic growth, with hypermarket and supermarket openings anticipated - under the Carrefour franchise. The expansion of modern retail formats will also increase consumer exposure to foreign-made and luxury food and drinks products, with competitive pricing strategies continuing to target higher volumes. Additionally, we anticipate that Serbia's agri-trade surplus will strengthen over the long term. Closer links with the EU will provide Serbia with access to the markets of member states, which are becoming increasingly important to the country. Serbia is already a worldwide leader in the volume exports of raspberries, for example. According to statistics compiled by the US Ministry of Agriculture, Serbia topped the global exports table - with 63,300 tonnes in 2009 - and was also the second-largest producer, after the US. On the downside to our forecasts for food and drinks values, political tensions across the Western Balkans remain elevated, and we caution that 2010 offers little hope for the resolution of any of the wide array of long-standing bilateral disagreements between Serbia, Montenegro and Kosovo. Additionally, although these economies were spared the worst of the regional downturn, owning to limited capital market integration with Western Europe, a marked drop-off in remittance inflows and weak external demand from key trading partners will ensure that a more pronounced macroeconomic recovery is off the cards. That said, a combination of emergency financing agreements with the International Monetary (IMF) and the 'Vienna Initiative' will ensure that the odds of a worst-case crisis scenario emerging are also minimal.
