That North Waziristan has to be tackled is not in doubt. It has become a haven for aliens, criminals and terrorists and a magnet for those aspiring to carry out acts of terrorism anywhere. Exactly when this should be done is not quite clear. There are several factors that Pakistan has to consider; the fragility of the internal security situation as highlighted by the recent killing spree in Karachi, the long running targeted killings in Baluchistan and the emergence of the Punjab Taliban phenomenon. The yearlong counter insurgency campaign in FATA and Swat but, so far, with no immediate civil governance follow-up and no long term integration and development plan for the area. The situation in Afghanistan after the NATO/US pull-out and the marked lack of governance and security capacity within Afghanistan that will not significantly change before July 2011.
