April 26, 2010 - PRLog -- EVENT:  Please join The George Washington University Homeland Security Policy Institute (HSPI) for this in-depth discussion highlighting Israel's evolution from homeland security policies based upon civil defense to those that emphasize national resilience. Brigadier-General (ret.) Meir Elran will address Israel's movement from a concept of crisis response predicated on the threat of terrorism, to an integrated approach designed to respond to a range of hazards - including earthquakes and epidemics. Elran has argued that civilian populations play a strategic role during crisis and that national resilience must be approached in a holistic and systemic manner.
