(LINCOLN, NE) Congratulations to Andy Pollock, who has been with Rembolt Ludtke LLP for the past three years, on another successful legislative session. Andy’s primary area of practice is lobbying before the Nebraska Legislature, where he successfully shepherded important legislation concerning natural gas utilities and livestock production through final enactment during his first two sessions.
This year, Andy represented a landowner-based group, the Nebraska Energy Export Association (“NEEA”), which pushed for sweeping changes in Nebraska law, removing critical barriers to the development of wind energy in the state. Andy was asked by the Chairman of the Natural Resources Committee to serve on a working group charged with responsibility for drafting the legislation. Andy, together with Benjamin Moore, also from Rembolt Ludtke LLP, took the main oar in drafting a new system of taxation of wind energy, intended to better foster the industry’s development. The taxation structure is like no other in the U.S. Andy also initiated the idea of paying for new transmission lines through a public-private partnership – linking Nebraska’s public power industry and private wind developers to build and pay for needed upgrades in the state’s transmission infrastructure.
Because of Andy’s efforts, the NEEA was asked by Governor Heineman to speak at the official signing ceremony for LB 1048, which was enacted into law on a unanimous vote of the Legislature. Visit http://www.nebraskalegislature.gov/
Andy is the former Executive Director of the Nebraska Public Service Commission, which oversees several industries, including telecommunications, natural gas, grain warehouses and transportation.
