GARVEY SCHUBERT BARER’S DAN MARGOLIS DISCUSSES NATIONAL BROADBAND PLAN

WASHINGTON, D.C., April 20, 2010 – Daniel Margolis, an attorney with Garvey Schubert Barer, recently participated in The National Broadband Plan: A Roundtable Discussion.  Sponsored by The Columbia Institute for Teleinformation and the Media Center at New York Law School, the panel focused on the Federal Communications Commission’s March 16 release of the National Broadband Plan.  The plan has sparked vigorous debate as to whether and how to promote the development of high-speed wireline and wireless broadband and considerations regarding financial, technological and legal issues.

Blair Levin, head of the FCC team that developed the National Broadband Plan, was the keynote speaker.  In addition to Margolis, stakeholders and experts participating in the discussion, included:
•   Simon Flannery, Managing Director at Morgan Stanley;
•   David Don, Senior Director, Public Policy at Comcast Corp.;
•   Anna-Maria Kovacs, President of Regulatory Source Associates, LLC;
•   Larry Darby, American Consumer Institute;
•   Harold Feld, Legal Director of Public Knowledge;
•   James Grimmelmann, Professor of Law and member, Institute for Information Law and Policy at New York Law School
•   Raul Katz, Professor at the Columbia Business School
•   Chris Libertelli, Senior Director of Government and Regulatory Affairs for Skype

According to Margolis, “The FCC must exercise restraint when undertaking the proposals set forth in the NBP and there must be complete transparency in how the agency proceeds with respect to licensed incumbents.  The FCC must bear in mind that broadcast medium – specifically – point to multipoint information distribution remains the most spectrum efficient means to disseminate data.”

Margolis has extensive experience representing broadcast, wireless and wireline telecommunications companies before the FCC.  He has clerked for the FCC's Wireless Telecommunications Bureau and in the office of Commissioner Michael Copps.   Margolis is a member of the Federal Communications Bar Association and the American Bar Association, Forum on Communications Law.
