Our latest update on Germany's telecoms market sees a number of structural changes, which include a reorganisation of the report's various sections and the introduction of a new format for presenting the operator profiles. Meanwhile, in the Mobile Data section of the report, we incorporate new subscriber and mobile ARPU data published by Germany's three largest wireless operators - T-Mobile, Vodafone and E-Plus. Our Market Data Analysis section also includes new coverage on the state of Germany's mobile value-added service market and an overview of some of the sector's most recent contract wins. The most recent mobile operator data suggests that the growth of Germany's mobile market slowed significantly in the final quarter of 2008. We estimate that by the end of last year, the market had just over 107mn telephony mobile customers, which is lower than our previous estimate of 119mn subscribers. One of the reasons for the slower growth in Q408 appears to have been the deduction of inactive prepaid users from the customer totals reported by T-Mobile and Vodafone. Although Vodafone and T-Mobile now appear to be discounting inactive prepaid customers from their books, the other operators have yet to embark on a similar project. If they do, the penetration rate could fall significantly in the months ahead. Although both T-Mobile and Vodafone reported a shrinking prepaid user base in the final quarter of 2008, both operators reported substantial growth in the number of contract customers. The two operators are expected to accelerate their efforts to migrate prepaid customers to more lucrative contract arrangements. Meanwhile, Germany's leading mobile operators continue to invest in the deployment of advanced mobile transmission technologies such as HSDPA and HSUPA. Such technologies form a core part of their strategy of encouraging greater use of mobile multimedia services. Other notable developments in recent months include the news, in January, that four of Germany's alternative operators had demanded a 25% reduction in Deutsche Telekom's local loop unbundling fee.
