By: don marks Rhode Island was declared a state of emergency by Governor Donald L. Carcieri following an estimated ten inches of rain that has fallen over the last three days. The Governor has requested that residents stay off roads. The historic flooding has forced parts of I-95 to close, as well as numerous roads throughout the state.
