It's not usual to see high school students taking an interest in economic policies, but Peter Michael Kreppein, of Long Island, New York is an exception to the rule.  Peter Michael Kreppein, a full time senior at Bishop McGann-Mercy High School in Riverhead, NY and a Congressional intern has recently published his third book detailing his proposals for economic rehabilitation.  Kreppein takes a different angle in his study of the current economic downturn.  Resisting the prevailing notion that fiscal stimulus can alone bolster our economy going forward, Kreppein proposes alternative solutions to the economic problems we all face.  Specifically, his proposals revolve around the liberalization of international trade and the reformation of immigration policies.

Kreppein argues in his three compositions that trade and immigration already have significant positive effects on our nation today, and that by expanding these often criticized strategies, we can derive more economic benefit.  Kreppein cites specific examples of the positive effects of trade and immigration in his works.

One such example of the benefits of free trade can be seen in a Congressional Budget Office study conducted in 2003 that details the impacts that NAFTA, or the North American Free Trade Agreement has had on the United States.  This agreement, often criticized on both sides of the Congressional Aisle, has benefited the United States since it was imposed.  The CBO study estimates that NAFTA benefited the United States, resulting in a higher increase in the amount of exports to Mexico than in the amount of imports from our neighbor to the south.  The report also concludes that NAFTA did and still does not have any affect on net employment in the United States.  Kreppein examines NAFTA, and other free trade agreements across the world, showing how they have had a positive effect on the nations that participated in them.

Another example of the benefits of free trade can be seen in the ANZCERTA, or Australia-New Zealand Closer Economic Relationship Trade Agreement.  The agreement is one that was made back in the 1980's between the two Oceanic nations.  The agreement has proven to provide mutual economic benefit to both Australia and New Zealand, and once again, has proven not to cause unemployment or economic harm.

Peter argues that the success of these two agreements and others examined in his book provide solid evidence that proves that should we in the United States move to liberalize international trade with our allies, similar, if not more economic benefit would be witnessed, bolstering our weak economy and creating jobs.

Trade is one of the two pillars of Kreppein's proposals.  Read further into his latest book, Prosperity Through Unity, Third Edition, and one can grasp his proposals for immigration reform.  An admittedly tense issue, Kreppein approaches the immigration problems we currently have from a purely economic sense.  He argues that illegal immigrants already represent a huge problem and economic burden on our nation today, and that something needs to be done to address this problem.  Citing studies from both Left and Right leaning Washington think-tanks, Kreppein determines that should we move to provide amnesty to all current illegal immigrants currently in our nation, a near one and a half trillion dollar windfall to the American economy over ten years would be realized.  On the other hand, the deportation of all current illegal immigrants would result in a contraction of nearly two trillion dollars to the American economy over ten years.

Kreppein validates the prediction that immigration would spur economic growth by comparing immigration to natural population increase.  "When a child is born, he or she does not take someone’s job; that new person creates economic opportunity.  The same is true with immigrants.  Immigrants bring purchasing power, talent, and ability that can help economies grow."

Kreppein proposes the reformation and liberalization of both international immigration and migration policies, saying that quote "allowing people to move about some of the nations of this world on either a temporary or permanent basis would spur a twenty-first century renaissance like we have never seen before, and would help talented individuals find jobs."

Peter puts forward specific methods that liberalize international trade and immigration policies.  In his most recent composition, Prosperity Through Unity, Third Edition, Kreppein puts forward two specific strategies for accomplishing the liberalization of trade and immigration laws on a multinational basis.  His first, named The Treaty of The International Unity Organization, is a document that Peter Michael Kreppein wrote.  It works to establish a European Union-like trade pact on a multinational basis.  The document, and the systems it creates, are directly modeled off the successful methodologies that the EU used to unify trade and migration policies in the early 90's.

In The Treaty of The International Unity Organization, nations wishing to liberalize their trade and immigration policies would join together, ratify the Treaty itself, and create a multinational trade pact.  Once several nations would ratify the Treaty, all the ratifying nations would work simultaneously to liberalize their trade and immigration laws and policies.  The result of these efforts would be the creation of a new multinational common market, where citizens and businesses of nations that took part in this effort would be able to trade and migrate freely between the nations in the group.

This strategy isn't the only method put forward by Kreppein in his most recent book.  The author also devised The New York Protocol, a document that liberalizes international trade in a way that is more simple and straightforward than is done in The Treaty of The International Unity Organization.  In The New York Protocol, nations wishing to join a multinational trade and migration consortium would collectively liberalize their trade and migration policies.  A central group would certify the fact that nations made the changes dictated by the Protocol, and then nations would join an ad-hoc trade and migration consortium.  The system put forth in the Protocol is more of an informal relationship than the one created in the Treaty.

Peter Kreppein is actively trying to make his ideas better known.  He has conducted several interviews with both newspapers and television shows.  He is convinced that the liberalization of trade and immigration on a multinational basis has the potential to bring renewed and sustainable economic prosperity to the United States and across the world.  “Trade and immigration is an organic way to grow our economy.  By using these strategies, we can enjoy economic prosperity today in a way that won’t come crashing down tomorrow.”

Peter Michael Kreppein is a current high school senior from Long Island, New York, who is currently attending Bishop McGann-Mercy High School in Riverhead, New York.  He hopes to study either journalism or economics in college, and will attend college in either New York or Washington D.C.  He hopes to one day pursue a career in journalism, business, or public service.
