Emerald Software has long maintained a library of state tax forms as part of their Universal Onboarding system, software that automates the collection of forms and data from new employees. The Universal Onboarding system also actively enforces the rules and requirements of the forms, ensuring the completeness and accuracy of the forms. Emerald's State Tax Form Map supplies the base withholding form for all the applicable states, and supplemental forms for many of the states.
