Participants, young and old, registered online and were then granted access to the interactive teleconference, allowing them to personally ask questions and seek advice from Larkin, now in her thirteenth year operating TargetGov.

Larkin, who is the national Procurement Committee Co-Chair for Women Impacting Public Policy and an expert at government procurement, based her teleconference on her e-book, TargetGov Getting Started in Government Contracting Toolkit, which delves into specific detail about how to get businesses started in the world of government contracting.
