Dr. Monteith practiced medicine as a distinguished surgeon in California for over thirty years, being nominated by his colleagues and state officials to serve on a Governor’s task force to address the AIDS epidemic. While he served the state in this investigation during this period, he uncovered evidence of a government conspiracy to genetically engineer the HIV virus, and target portions of the population.
