Recently released market study: Slovenia Telecommunications Report 2010

BMI's 2009 report on Slovenia's telecommunications market contains updated and extended forecasts, which predict how the country's fixed-line, internet, broadband and mobile sectors will develop to the end of 2013. Our new forecasts reflect Q308 data published by Slovenia's regulator, the Post Electronic Communications Agency of the Republic of Slovenia (APEK), as well as the country's incumbent operator Telekom Slovenije, and its two leading mobile operators, Mobitel (the business of Telekom Slovenije) and Si.mobil, which is wholly owned by Telekom Austria. Notable developments in recent months within the Slovene telecoms market include the ongoing expansion country's broadband market, which has been boosted by the proliferation of connection technologies as fibre-to-the-home (FTTH). Meanwhile, at the start of 2009, the mobile market was also preparing the launch of 3G services by the country's third and fourth 3G licensees T-2 and Tušmobil. Slovenia's mobile subscriber base expanded by 5.8% in 2007; this helped to raise penetration to 95.0%. However, in the first nine months of 2008, the mobile subscriber base increased by just 2.7%. By the end of 2008, BMI estimates that penetration had reached 97.4%. One reason for the slowing rate of mobile customer growth is the emphasis which the leading operators have placed on the acquisition of higher value contract customers and mobile internet subscribers at the expense of prepaid users. For example, although market leader Mobitel has continued to lose prepaid customers for several consecutive quarters, the operator has also reported strong growth in the number of universal mobile telecommunications system (UMTS) customers, which had increased to just over 186,000 at the end of 2007 (up from 100,000 at the end of 2006). BMI envisages that over 26% of the country's mobile users will subscribe to 3G services by the end of 2013. In December 2008, the Slovenian government, which directly owns a 52.53% stake in Telekom Slovenije, announced that its latest attempt to sell a 10.0% stake in the operator had failed. In November 2008, stateowned fund SOD published a tender for the sale of a 10.0% stake in the incumbent telco. The nonbinding tender was due to run until December 3 2008. However, at the end of December, the SOD revealed that not a single bid had arrived by the time the tender expired. Although Slovenia was ranked in seventh position in BMI's 2008 report on the country's telecoms market, recent quarters have seen Slovenia rise towards the top of our rankings. In addition to having a stronger country risk rating than a year ago, Slovenia receives a stronger telecoms market score.
