He has flown around the United States and Canada and conducted "bug sweeps" using his high tech equpment to locate "bugs" and "wiretaps" of residences, offices, vehicles, and outlying areas where someone expects privacy but may have concerns that their privacy is being compromised. Menard says that if you think your telephone lines are safe and secure, your home or office is safe and secure, your cellular telephone is safe and secure or even your vehicle is safe and secure, think again. It takes less than three minutes to place a "bug" in your telephone receiver, in a lamp, in an electrical junction box or your cellular telephone. Mr. Menard agreed to perform a demonstration with permission from one of his investigators to show us how easy it is to listen in on cellular telephone conversations. Using a program known as E-Stealth that was loaded on the "target" cellular phone in less than two minutes, Mr. Menard was able to listen to the conversation between the "target" telephone and another speaker. Using the program also turned on the speakerphone when the "target" cellular phone was not in use and we could hear what was being said and the activity in the room where the "target" cellular phone was located. Even more amazing was that Mr. Menard was able to activate the "target" cellular phone's video camera and obtain video. SMS, MMS, and voicemail recordings can also be obtained using this software. The subject of the "target" cellular phone never knows that the software is loaded on their cellular telephone. While having access to the "target" cell phone for two-three minutes is preferred, Menard says a simple text message to the "target" phone disguising the software as a cellular phone update will install the software on the "target" phone.

When wiretapping, Menard says the simpler the better. It does not have to be high tech "bugs" or wiretapping. Removing the receiver of a land line telephone, a simple "bug" can be placed on the inside that transmits a signal to a listening post (L.P.) and your entire conversation can be heard from outside your residence or office. Wireless "bugs" can be placed in almost anything electronic. A way to disguise a "bug" or "wiretap" is to make it appear that it belongs such as electrical tape around the wiring of your residence or office and you would never question it. Mr. Menard uses very expensive and high tech equipment to locate "bug" and wiretaps. Menard says that he has equipment that can deactivate "bugs" in phone lines using a telephone/fax "bug" deactivator. Any RF signal or infrared camera can be discovered using our equipment, says Menard. Even a Global Positioning Satellite (GPS) placed on a vehicle can be discovered using high tech equipment such as what Menard uses to discover "bugs" and "wiretap." Menard says that under federal statute, wiretapping is illegal and carries severe penalties but it doesn't mean that it still isn't done. The only legal way to "wiretap" or "bug" a residence, office or vehicle is with a warrant and probable cause (PC). Internally, the phone company can allow the FBI or law enforcement to listen to conversations for a limited amount of time for a specific reason but a strict adherence to federal law must be obeyed. Menard says his equipment can determine is an internal "wiretap" or "bug" is on their phone lines through the phone company but by federal law, Menard must tell his clients that "there are no unauthorized wiretaps in your home" which may be a hint to the clients.

With the latest technology, privacy may be a thing of the past. A device known as a bionic ear can listen to conversations inside your home. The bionic ear looks like a satellite dish and an individual can point the dish at a window and hear the vibrations off the window. While the individual using the bionic ear cannot hear the conversation, the vibration is recorded and transformed into language once it is recorded. This too, is illegal and under federal law falls upon the Electronic Communications Act. "We are receiving more and more request for "bug sweeps" across the United States" says Menard. Every citizen has a REOP but those that are curious and know how to place a "bug" or "wiretap" can easily pry into your daily lives. Menard says that his clients are individuals, business executives, attorneys, medical doctors, judges,  and government offices.
