BMI's 2009 report on Serbia's telecommunications market contains updated and extended forecasts, which predict how the country's fixed-line, internet, broadband and mobile sectors will develop through to the end of 2013. Our new forecasts reflect Q308 data published by Serbia's regulator RATEL, as well as the country's fixed-line incumbent operator Telekom Serbia, and its three leading mobile operators, Mobile Telephony of Serbia (MTS) (the mobile business of Telekom Serbia), Telenor Serbia, which is wholly owned by the Norwegian telco Telenor, and Mobilkom Serbia, a subsidiary of Mobilkom Austria (which is itself a wholly owned subsidiary of Austria's Telekom Austria). Notable developments within the Serbian telecoms sector in recent months include the licensing of voice over IP (VoIP) services by the government and the launch of IPTV services by Telekom Serbia. Both of these developments are expected to have a positive impact on Serbia's broadband market. Meanwhile, in October 2008, Serbia's government announced the postponement of its proposed privatisation for Telekom Serbia until 2010, citing the weak global economy as the main reason. The government also indicated that it could open Serbia's fixed-line market to competition sometime in 2009. Data published by Serbia's wireless operators indicate that the country's mobile customer base expanded by over 13% in the first nine months of 2008. By the end of September 2008, mobile penetration had risen to almost 130%. Despite having lost market share in recent quarters, Telekom Serbia's mobile subsidiary, MTS, continued to lead the market in terms of customer numbers at the end of September. In recent quarters, both MTS and second-ranked Telenor Serbia have lost market share to Mobilkom Serbia. Mobilkom launched its network in July 2007 and, by September 2008, had a 7.9% share of the market. Mobile subscriber growth is expected to be relatively robust in 2009 and 2010. The presence of large numbers of inactive prepaid users means that the sector is still far from saturation point. Since our last report, Serbia has increased its overall position in our Business Environment Rankings for Central and Eastern Europe (CEE). Although Serbia was previous ranked in 13th place on our table, the country now sits in 11th place, ahead of Bulgaria and Croatia but behind Latvia and Lithuania.
