Washington State Bucks Filmmaking Trend, Biz Coach Terry Corbell

Budget-minded states are reconsidering whether to promote filmmaking with tax incentives, but Seattle management consultant Terry Corbell reports Washington has discovered that movies create jobs and enhance tax revenue.

Contrary to trends in several other states, Washington learns that filmmaking increases jobs and tax revenue, according to Seattle management consultant Terry Corbell.

“The motion picture industry produces jobs and tax revenue for government – movies are an economic development tool,” writes Mr. Corbell, the Seattle business consultant. “Films are a source for community pride and create favorable publicity for the locales where movies are filmed.”

Mr. Corbell’s Biz Coach column explains how a Washington nonprofit boosts filmmaking for economic development – resulting in more than $34 million for the state’s economy since 2007. On the other hand, officials in many other states are considering whether to revoke their incentives for filmmakers.

“Washington has been successful without burdening taxpayers by creating the nonprofit, WashingtonFilmWorks (WFW),” he writes.

WFW Program Manager Ruthann Taylor tells the Seattle business consultant how her agency funds filmmaking and commercial production. She also discloses the new movies being made.

In researching filmmaking incentives, a headline in the Los Angeles Times caught the eye of Mr. Corbell, the Seattle-based management consultant.

The headline read: “Filmmaking incentives losing glamour in cash-strapped states.” The profit professional was astonished by what he read.

The article stated more than 40 states have been providing tax breaks for movie and TV producers as an economic stimulus, but in the face of declining tax revenues many states are thinking of rescinding the incentives, according to the newspaper on Sept. 22, 2009.

“Actually, my sense is that all states should keep the tax incentives in place,” he asserts. “Ostensibly, some states do not understand that films actually increase their employment rolls and produce tax revenue.”

The Biz Coach discloses that his management-services firm also produces TV commercials, so he enjoys the motion picture industry. He grew up in Palm Springs where it was common to see movie stars such as William Bendix, Lucille Ball and Dean Martin.

“Although I come from a middle class family, Bob Hope and James Stewart maintained homes less than a block away,” Mr. Corbell explains.

As an 11-year-old newspaper carrier delivering The Desert Sun newspaper, his customers included impresario Billy Rose, comedian Jack Benny, and movie mogul Darryl Zanuck.

“It was fun standing outside waiting to be paid each month by Mr. Zanuck – he threw frequent pool parties with a bevy of starlets,” Mr. Corbell laughingly explains.

“Prior to becoming a full-service management consultant and the business phase of my career, I was a broadcaster for 20 years,” he adds. “Working in Hollywood at KTTV, KIIS-FM, and as a freelancer at CNN, it was routine to see movie stars. Earlier in Palm Springs, I enjoyed reporting stories on celebrities from Frank Sinatra to Ronald Reagan on the campaign prior to his election.”
