A local oral surgeon has been named chairman emeritus of the Health Volunteers Overseas board of directors.
Having served as chairman since 2003, Dr. David E. Frost, DDS, MS, received the appointment at the November, 2009 board meeting. In addition, he will co-chair the new Oral Health Initiative under sponsorship of the American Dental Association and American Association of Oral and Maxillofacial Surgeons.
Dr. Frost is senior partner of Oral and Maxillofacial Surgery Associates of Chapel Hill, Durham, and Sanford. He has been active with Health Volunteers Overseas since 1988 and served as a volunteer in India, Nepal, Peru, Vietnam, Cuba and Chile. He received his MS from the University of North Carolina in 1980. He did his General Practice Residency at USAF in 1976 and his Residency in OMS at UNC in 1980 followed by a Fellowship in OMS in Canniseburn, Scotland & UNC in 1981. Dr. Frost currently is a Civilian Consultant to the Surgeon General of the Air Force for OMS. He is a Past President of the American Board of Oral & Maxillofacial Surgery. He has Clinical Associate Professor appointments at the University of North Carolina at Chapel Hill. Dr. Frost has taught and presented papers nationally and internationally since 1980. He is author, editor and/or contributor to more than 60 textbooks, scientific articles and research projects.
He is succeeded as chair of the HVO board by former Assistant Surgeon General, Chief Nurse of the U.S. Public Health Service, Rear Admiral Julia Plotnick. She is currently administrative consultant to the New Jersey Collaborative Center for Nursing. She has been a part-time Visiting Professor at Rutgers College of Nursing since 1996.

A private, non-profit membership organization based in Washington, DC, HVO was founded in 1986 to improve global health through education. In more than 25 resource-poor nations, HVO volunteers train, mentor, and provide critical professional support to health care providers who care for the neediest populations.
