The local ROTC units served are George Washington University (Naval), George Mason University (Army), Georgetown University (Army), Howard University (Air Force and Army), and the University of Maryland (Air Force). Recipients of the scholarship awards are current full-time students at a college or university within the Washington Council of Governments and have maintained a minimum cumulative 2.5 GPA and 3.0 GPA in ROTC courses.
