Taylor brings to the Balance team more than 20 years of experience developing, preparing and executing strategies, the last 13 of which have been within web and Internet venues. She has worked on sites for high profile people, subjects and issues. As a project manager, she has implemented large- and small-scale projects using best business practices and enterprise technology to streamline efforts. She has also helped clients to develop policies and procedures for their website efforts.

Among her accomplishments as part of the USDA team:
- USDA portal was ranked as one of the top government websites by Brown University’s Taubman Center for Public Policy and Brookings Institution (2006, 2007 and 2008)
- As a Senior Advisor on the Federal Web Managers Council, she helped to establish best practices and implement eGovernment standards
Taylor is also experienced with change management, enterprise content management system deployment, building issue-oriented websites and implementing online campaigns.
