According to figures available with the Finance Ministry, out of 36,414 posts lying vacant in the Government Departments, a highest number of 14,325 existed in non-gazetted cadre. Another 10,042 posts were available in non-gazetted cadre of Police Department, majority of them in the rank of constables.
The posts vacant in gazetted cadre include 5176 while the vacancies available in the category of Class-IV were 6871.
However, official sources said, the Government has already recommended about 28,000 posts to different recruitment agencies.
Majority of the posts referred for recruitment were in non-gazetted cadre, sources said, adding that 10,582 posts have been recommended to Services Selection Board (SSB) for recruitment. Police Recruitment Board has been recommended 7035 posts for selections while 6871 Class-IV vacancies have been referred to different agencies. The Public Service Commission (PSC), responsible for recruitment of gazetted cadre posts, has been given 4023 posts.
Out of 6871 Class-IV vacancies, 2213 posts have been referred to Divisional Commissioners and Deputy Commissioners for direct recruitment while 885 such posts have been allotted to the Deputy Commissioners for settlement of pending cases of compassionate appointments under SRO 43 of 1994.
Remaining 3773 Class-IV posts were lying with the Departments which have been directed by the Government to fill up the vacancies through department committees headed by the District Officer of the concerned district/divisional level officer of HoD in respect of divisional and State cadre posts.
It may be mentioned here that during last two years i.e. 2007 and 2008, the Government had filled up 43,354 posts in various Departments. Of them, 2795 recruitment of gazetted officers were made by the PSC while 14,504 vacancies were filled by the SSB.
As many as 1037 contractual and 2386 compassionate appointments were made.
In Police Department, 4339 non-gazetted officials were appointed while 32 gazetted appointments were made. The number of Special Police Officers (SPOs) recruited during the two years was 3692 while 1290 Class-IV vacancies were filled up. Anganwari workers/Helpers recruited by the Government were 8639 while teachers appointed under Rehbar-e-Taleem were 4596. Forty four outstanding sports persons were appointed under SRO 349.
According to sources, the PSC has taken up a series of measures including use of technology for scanning and other processes to clear backlog/pendency of cases.
