IRD is an extensible framework that brings together key elements of enterprise architecture, business process modeling and software requirements analysis to streamline the development of complex enterprise systems. It establishes the necessary linkages between different layers of the architecture and the overarching descriptions defining the project. This ensures that business requirements drive software development, as it allows the created artifacts to provide a more actionable blueprint for acquiring, developing and implementing the system as designed.

IRD builds upon industry‐standard notation, methodologies and artifacts, including Business Process Modeling Notation (BPMN) and Unified Modeling Language (UML). It also takes advantage of a model first defined as the CBDI Forum Service Architecture & Engineering meta‐model for SOA. As the primary output of the IRD process, the Requirements Design Package (RDP) provides a common reference point for all stakeholders to work collaboratively on the solution’s development.
In addition to being a Harvard-trained, board-certified surgeon, Dr. Ocasio is a highly-experienced enterprise architect, active in both the government and healthcare domains. During his service in the United States Air Force, Dr. Ocasio served as the Military Health System’s Chief Architect for ALTHA, which is the world’s largest, globally deployed electronic health record (EHR) system. Subsequently, he served on behalf of Northrop Grumman as the lead architect for the development of one of four architectural prototypes of the U.S. Nationwide Health Information Network (NHIN). In this capacity, he designed the prototype’s federated architecture approach using service-oriented architecture (SOA) principles, and an HL7 RIM-based canonical data model. Within Agilex, he supports all of the company’s healthcare engagements, including the development of the open-source CONNECT gateway for the Office of the National Coordinator for Health Information Technology’s (ONC) Federal Health Architecture (FHA) initiative.
