As an adoption file is sealed only upon the finalization of adoption, there can be no birthmother confidentiality. Therefore NCCAR will continue to educate the public and the NC Legislators and work towards adult adoptees having the same rights as all people who are non-adopted in being able to obtain a copy of their original birth certificate.
