Are you prepared for the forthcoming ban of HCFC Refrigerants?
As from Midnight December 31st 2009 the use of virgin HCFC Refrigerants will be illegal.
The EU Ozone Regulation has already banned the use of CFC refrigerants in existing plants and HCFC refrigerants in new plants.
From 2010 banning the use of HCFC refrigerants in existing plants will commence, meaning that all HCFC refrigerants including R22 will be completely banned.
The use of Virgin HCFC's will be banned from Midnight 31st December 2009. The use of Recycled HCFC's will be banned from 31st December 2014. These 'use' bans apply to the use of HCFC's for plant maintenance and you cannot use previously purchased stockpiles.
F-GAS Legislation

Operator Definition:
The operator is the natural or legal person who exercises actual power over the technical functioning of the equipment and systems.
Key consideration when identifying the operator will be the way in which responsibilities for managing equipment are arranged, who exercises actual power over its functioning and what actual power means in practice. In most circumstances the "Operator" will be the person or legal person (typically a company) responsible for giving instructions to its employees as to the day to day technical functioning of the equipment.
