www.shcri.com -- At the end of July of 2009, the National Development & Reform Commission of China issued the “General Office of the National Development & Reform Commission’s Notification on the Price Adjustment of Recombinant Hepatitis B Vaccine and Other 13 Kinds of NIP Vaccines”. According to the notification, 14 kinds of NIP vaccines’ prices will have a varying degree of adjustments, including “Recombinant Hepatitis B Vaccine”, “Live Attenuated Polio Vaccine Candy”, “Diphtheria, Tetanus and Pertussis Combined Vaccine, Adsorbed”, “Live Attenuated Measles Vaccine”, “Measles Mumps and Rubella Vaccine Live” and “Japanese Encephalitis Vaccine, Live”.

In May of 2009, the National Development and Reform Commission of China held a charrette on planning the price reform of immune drugs. In July, it published the notification on declining drug prices, adjusting prices of14 kinds of immunization program vaccines.
Generally, high-price vaccines have a price reduction and low-price vaccines have a rising price. High-price products like Measles Mumps& Rubella Vaccine Live and Measles & Rubella Combined Vaccine (MR) have a price reduction of 35% and 47%. The prices of low-price vaccines like Live Attenuated Polio Vaccine Candy and Group A Meningococcal Polysaccharide Vaccine rise by 112% and 40% respectively.
The price adjustment measure will have a great impact on enterprises manufacturing a large proportion of these vaccines.
This time, the National Development and Reform Commission of China adjusts prices of NIP vaccines in the situation of new Chinese medical reform. By administrative means, the government reduces profits of pharmaceutical producing enterprises, as well as the costs that are used by the government to improve the public health service.
Chinese government might enlarge the scope to reduce prices of government purchasing drugs. After all, in the current industrial environment, the government bears some pressure on paying for the medical reform. Transferring partial reform costs to manufacture enterprises might be a choice for the government. In the future, prices of medical products with high homogenization and low added values are expected to be reduced more obviously. A new round of drug price cuts based on the survey of drug costs will come.
