With the deepening and development of informatization, various organizations are increasingly dependent on informatization systems; as an integral part of Chinese economy, group enterprises' development can't do without informatization support. Without informatization, these group enterprises will be hard-pressed to maintain their competitive edge in the market competitions. For most of the group enterprises which have already engaged in informatization, various information and IT infrastructures have become their most crucial assets; IT per se has become or could become a huge threat. The risks, benefits and opportunities spawned by IT have made IT governance one of the keys to group enterprise governance and corporate governance. The management should ensure that IT is compatible with corporate strategy and the strategy can better leverage IT advantages, therefore, with group enterprises' increased dependence on information system, IT governance becomes crucial to their success.
However, as a concept in IT field, IT governance, which has been introduced to the country for quite some time, still appears mysterious to a host of clients and IT governance "preachers" whose understanding still remains at theoretical level or unclear about how to apply to it to enterprises' practices. They still don't understand what on earth IT governance is, what benefits it can bring to organizations and how to implement IT governance.
To solve the puzzles and various questions existed in the development of IT governance, the 2008-2009 Annual Report on the Development of IT Governance of China's Group Enterprises released by us will help group enterprises more accurately feel the pulse of IT governance development in China's group enterprises and more deeply grasp the course of application value changes--
