Luis Reyes, Regional Administrator for the NRC, on the Attributes of Successful Nuclear Construction

As NRC Regional Administrator, Mr. Reyes is in charge of overseeing all new commercial nuclear power plant construction in the country, as well as inspecting operating plants in the Southeast region of the United States.

Nuclear Energy Insider invited Mr. Reyes to give a keynote presentation at the Nuclear Construction Summit where he will be discussing the attributes of a successful nuclear construction project from a regulators perspective.  In this unique presentation Mr. Reyes will offer a comparison of nuclear construction from the prior build cycle, taken from a study recently completed for congress, looking at successful and unsuccessful projects and the attributes that made them so.  

Mr. Reyes believes that there are still lessons that can be learnt from prior build projects that were successful and is keen to demonstrate the characteristics of these projects so that practical solutions can be implemented in today’s new build projects.  Looking at elements such as quality assurance and quality control and how these can be used as effective management tools in successful nuclear construction projects.  Mr. Reyes will also discuss how workforce and contractor experience was critical to the success of nuclear construction in the prior build cycle.

This is a refreshing take on nuclear construction from the 1970’s & 1980’s, a period generally viewed as being costly and marred by overruns.  In today’s nuclear industry, where experience is at a premium and many projects are “first of its kind”, taking practical lessons from the prior build cycle could prove a valuable way of hitting construction targets and remaining on budget.

The Nuclear Construction Summit, (Washington DC, October 26 – 27), will provide clear, practical insight from those with experience of successful nuclear construction projects.
