Firstly, export-oriented development zones in eastern coastal areas receive great impact from global economic slowdown in investment promotion and exports. There is an urgent need to transform the traditional processing trade model. Secondly, raw materials take up a small percentage in the total cost, and categories at the high end of the industry chain show steady development, which indicates the development direction of economic and technological development zones. Thirdly, development zones have basically completed land development and started to shift to industry development oriented toward industry selection, gradually getting into the phase of functional development, which is characterized by innovation and comprehensive planning. Intermediary agencies play a growing role in investment promotion. Fourthly, comprehensive functional advantages gradually replace industry clusters to become development zones' key attraction. To sum up, by leveraging their distinctive advantages, economic and technological development zones show different characteristics in the new round competition.

We established and has been improving an index system for assessing the investment environment competitiveness of China's economic and technological development zones, covering infrastructure competitiveness, industry ecosystem competitiveness, management service competitiveness, feature policy competitiveness and technological innovation competitiveness. It conducted systematic analysis and assessment of the development zones by investment environment competitiveness, providing decision and investment basis for investors, enterprises and administrators of the development zones. Through detailed data description and analysis, this report examines the changes in economic & technological development zones in 2008 from various perspectives.
