EU and EIB funding for Central and Eastern Europe for the Environmental Industry

A total of €347bn has been allocated for the period of 2007-2013 which represents over a third of the entire Europe Unions budget and of this over half of the total - €177bn – is available for the 10 new EU member states with in Central and Eastern Europe . The 10 new EU members have been have been receiving Eu funds since 2000 and since 2007 this funding has doubled.

Due to the current economic crisis the EU regulations have been changed to allow funding to be accelerated for Infrastructural projects and Environmental projects will receive a large share of this.  

The environmental priority areas for investment are:-  

   *
     Improving the Environmental protection standards for business’s to meet EU standards.
   *
     Waste and recycling Management systems to meet EU standards.
   *
     Advancing Water and Wastewater Management and distribution systems.
   *
     Preserving and improving Biodiversity and protected areas.    

The programme of investment is the biggest ever of its kind and poland’s share of the - Cohesion funds is € 68bn of which an investment of nearly EUR 28 billion is allocated to Environmental and Infrastrucal projects. Such a concentration of resources is expected to have a considerable impact not only on but also on Europe as a whole. “Innovation and entrepreneurship develop more intensively in regions equipped with modern and efficient environmental, transport, energy, education and telecommunication infrastructure.

Cee-Environmental see's the current economic crisis as an opportunity for providers of Environmental technology with in the new member states reshuffling there EU funds allocations towards direct support for improvement of Water infrastructure, Waste management and clean and efficient energy and transport and also guarantee horizontal efficiency measures in other programmes and projects – rapid, positive effects for the economy, employment and climate will result.

The EU will demonstrate Leadership  

The EU demonstrates Leadership to ensure progressive decisions on Environmental spending with in the new 10 EU CEE counties; this will get the new EU on a more sustainable development path. The president of the EU Barroso called for smart spending in Water and wastewater technology, waste and recycling management, energy efficiency (EE), renewable energy sources (RES) clean air technology and integrated urban development technology. Clearly this is a way out of the crisis for CEE towards a clean environmental future for Central and Eastern Europe and smarter spending” in energy efficiency, renewable energy sources with in the CEE will only benefit the whole of the EU.

The way Forward  

Some examples of how counties are allocating there funding would be in the Czech Republic the Ministry of Environment is set to reallocate €470 million towards EE/RES this year and Waste Management.  , EU funds support will increase from €20 million to €73 million for the improvement of heat insulation in multi-apartment residential buildings. Other countries make a step further by contemplating additional 'high-value' stimulus measures – in ; the government has proposed €333 million for wind turbines and highly effective co-generation energy facilities. will allocate more funds for EE/RES from the Bohunice Nuclear Power Plant International Decommissioning Support Fund and will develop soft measures such as a new programme in support of EE.

Waste

EU funds are an opportunity to improve recycling services; CEE households produce much less waste than one in Western Europe . At the same time, most CEE countries recycle around three times less compared to or the . The priority for CEE countries in the upcoming years should be to prevent increases in waste volumes, while rapidly increasing recycling. New EU waste legislation has now set a 50% recycling target until 2020 which should be coupled with targeted investments from EU funds, so that the new member states could develop into recycling societies within a decade.
