The year 2008 marked the 30th anniversary of China's opening and reform program, entering an essential year for the development zones to achieve the 11th Five-year Development Program. Under the impact of the global financial crisis, China's development zones have experienced the grim test of global economic slowdown and slump in exports, and continue to play a leading role in "transforming economic growth pattern, promoting economic restructuring and coordinated development of regional economy, and improving independent innovation capability". Pursuant to national industry policy and the 11th Five-year Plan, the development zones give play to their advantages to improve innovation environment, in a bid to boost their competitiveness.
We have developed an investment environment competitiveness evaluation index system for development zones in China to evaluate investment competitiveness of development zones from the five aspects of infrastructure competitiveness, industry ecosystem competitiveness, management service competitiveness, preferential policy competitiveness and technological innovation competitiveness. At current stages, optimizing industry ecosystem, improving management and service of parks, and promoting technological innovation have been the contents for development zones to improve their competitiveness. Preferential policy and infrastructure are the important indexes to measure the investment environment of development zones. Through detailed and accurate data and thorough analysis, this report interprets the development and change of the development zones in this year from different perspectives.
In the face of competitions as well as market changes and challenges, the 2008-2009 Annual Report on Investment Environment Competitiveness of China's Development Zones (General Report) will help vendors, investors and industry insiders more profoundly comb the investment values and operational patterns of development zones, and more accurately grasp the status of the investment environment in the development zones:
* Sum up and analyze the competition performance, characteristics and existing problems of China's development zones in 2008, and forecast the future trend of changes on the investment environment.
* In light of the trend of national industry policy, we set a number of L2 and L3 indexes under the indexes of infrastructure competitiveness, industry ecosystem competitiveness, management service competitiveness, preferential policy competitiveness, technological innovation competitiveness, and conducted overall assessment and ranking of China's development zones by investment environment.
* Specific to the rankings of China's hi-tech development zones and the problems that exist in key development zones, put forward comprehensive and purposeful countermeasures to improve the investment environment competitiveness of the hi-tech development zones in the country.
