Kirk R Menard, Managing Partner of Advanced Investigative Technologies, LLC (formerly Menard's Investigative Services, LLC) was approved on March 24, 2009 to instruct the 40 hour basic private investigator course throughout the State of Louisiana. The State Board of Private Investigator Examiners voted unamiously to approve Mr. Menard to instruct the 40 hour course. The course is required for those wishing to become licensed private investigators in the State of Louisiana and they must pass a state exam and be sponsored by an agency before becoming licensed as a private investigator.
Mr. Menard is a seasoned investigator that is known for accepting and solving high profile cases. His agency is currently retained to work on the 'Jennings 7' in which there have been seven homicides of women since 2005. Mr. Menard states that he is thrilled that the state board approved his application to instruct the 40 hour course. "It is an honor to teach those interested in the industry" states Menard. The required 40 hour course is based on the rules and regulations as well as the laws that regulate the private investigation industry in the State of Louisiana. Menard, however, says that he will also teach his students proper camera techniques such as ways to hold and maneuver a camera as to prevent shaky video, how to connect and view covert cameras, how to obtain video through rear view and side view mirrors, how to write proper reports, and how to "tail" someone without being noticed.
Menard states that he will begin teaching at Louisiana Technical College that has 24 campuses statewide. I consider it a challenge to begin teaching, states Menard and I look forward to the challenge. Mr. Menard's partner, Terry L. Lacombe may submit his application to the State Board in May to also begin teaching the 40 hour basic private investigation course. Currently, says Menard, private investigation courses are far and few in between but we intend to hold classes every week to allow everyone interested to attend the classes. Menard also states that he may consider submitting his application and curriculum for instructing continuing education. Licensed Private Investigators in the State of Louisiana are required to take 8 hours of continuing education every year.
Mr. Menard is also contemplating writing a book on private investigation titled "The Successful Lie" that examines the law on pretexting in which private investigators use to obtain information. Mr. Menard also plans to begin a course to instruct how to run a private investigation agency. Currently, in order to obtain a private investigation agency license through the State of Louisiana an individual must have a minimum of three years experience within a ten year period of investigative experience before they will be approved for an agency license. Louisiana has the most stringest requirements in the United States for private investigators.
