Facing the international crisis: LND PROJECT

Press release on project lnd, the legal nuclear deterrence a worldwide solution to face the international crisis.

PR Log (Press Release)Feb 22, 2009 – “Quality is something you just can’t rush” said whiskey distiller, J.P. Wiser, who allowed his product 25 years to mature. It took Christian Dünow 25 years, from 1984 until 2009, to embark on private, independent, and non-funded studies to come up with answers to the following questions:
•   Can all the NATO States now save more than 90 % from their present national spending on defence and increase international stability and security at the same time?
•   Do we now have the real option to abolish war and to get rid of the menace of the atomic bomb?
•   Do we only have to break the chains of our own prejudices and inherited patterns of thinking to see the solution clearly?
The answers are a plain YES. The answer is a project, a plan, a program called LND, the LEGAL NUCLEAR DETERRENCE (also called CIVIL NUCLEAR DETERRENCE or NUCLEAR DETERRENCE BY LAW). LEGAL NUCLEAR DETERRENCE is a new philosophy. Philosophy gives, according to the thinker Immanuel Kant (1724-1804), answers to the following questions:
   1.: What can I know?
   2.: What shall I do?
   3.: What may I hope?
The concept of CIVIL NUCLEAR DETERRENCE gives the following answers: Nowadays, the burning of heretics and witches or Slavery are banned. We may hope that we can ban war, defined as armed combat between states, in an instance and can thus get away from it in the foreseeable future and that nuclear deterrence also disappears, if we – what shall I do? –  
1.: Firstly, discharge our soldiers in the same way as the slaves were set free in former times because, on the one hand, they were no longer needed thanks to machines but, on the other, it was not moral to use them as „living tools“ (Aristotle). Instead, today, we can punish an attacking state with nuclear explosive devices (nukes) because there is no defence against inter-continental ballistic missiles as means of delivery and thus we no longer need to demand our soldiers to risk their lives for us. We should really insist that they should integrate themselves as normal citizens into the protection of the community of the State.
2.: At the same time, abandon our weapons of war – in particular the nuclear ones! And use nukes only to deter the governments and populations of potentially aggressive states from the act of war
by a) the warning of a Nuclear Penal Law made in a democratic way,
by b) containing graduate and proportionate threats of punishments,
by c) the avoidance of radioactive fallout and / or a Nuclear Winter
for – what may I know? We only know what we have experienced from our five senses and it is clear that with one-sided nuclear deterrence, as well as with the system of mutual-assured destruction, mankind has had positive experiences up until now (2009).
   So, in this way, NATO will be transformed into the NUFED (short for: North Atlantic Nuclear Federation, French: FÉDNUC, Fédération Nucléaire d’Atlantique du Nord), a demilitarized zone, which can integrate one adjoining state after the other on a tit-for-tat basis for the achievement of conventional disarmament as well as the disarmament of the population except for personal licensed approved purposes until finally in this way or by other nuclear states independently following the example, the whole world is demilitarized and nuclear deterrence itself loses its reason to exist and becomes abolished.
   Today, about 4 % of the public expenses on defence in Great Britain and about 10 % in France and the USA respectively are used for the nuclear armed forces.
   France and the USA are supposed to dismantle their nuclear bombers just as Great Britain is trying to do. The USA should abandon its land-based nuclear missiles just as France already has done, for airfields and missile-silos, would, in a war, draw enemy fire – nuclear enemy fire. That would expose these own civilian populations to radioactive fallout.
The remaining NUFED fleet of submarines equipped with inter-continental nuclear missiles will be sufficient to deter any state on earth from attack.
NUFED does not plan any “nuclear war-fighting”. In its own interest, NUFED does not aim at the Russian land-based inter-continental missiles in order not to put Russia’s military any longer under pressure to fire them quickly in a case of emergency before they get destroyed; that is, to “use them or lose them”. Russia’s airfields get scrapped from the list of targets so that Russia may stop the dangerous cold-war tactics re-enacted since 2007 of permanent air-patrols of strategic atom-bombers (the USA already finished with its air-alert operations in the 1960s after two bombers had crashed down).
With the billions saved, NUFED shall tackle together with the UNO, amongst other problems, over-population, hunger and poverty which represent the deeper roots of various kinds of present and possible future international troubles.
The moment has come for LND. Why? Because
•   Now, the world economic crisis affects everyone.
•   Now, the United States President Barack Obama has a mandate for thorough change.
•   Now, after 60 years, NATO needs a complete overhaul.
